It's important to keep in mind that Council Meetings are generally run on a tight schedule, and are a formal process.
The purpose of appearing as a delegation is not to sit down for an informal chat, but rather to present a well thought out position, or to request a policy or service be implemented.
Each Delegation is limited to 15 minutes to make presentation and to answer questions Council may have following the presentation. The delegation must appoint one spokesperson who shall speak for the delegation, both during the presentation, and during the question period should one be needed.
Any person wishing to appear as a Delegation must make a written request to the Chief Administrative Officer (CAO) by 12:00 Noon on the Thursday before the Council meeting. This request MUST include the topic and scope of the presentation. Failure to notify the CAO of the topic for which a delegation is requested, may result in the request being denied so it only makes sense to provide that information in the beginning.
Please note that given the public nature of council and committee meetings, any person submitting correspondence to council or the administration of a municipality should have a reasonable expectation that the correspondence, including personal information such as the writers name and address, could be disclosed at a council meeting. A copy of the correspondence may also be disclosed to a third party, including media, if requested.
