Why does my tax bill show a balance owing?

If you are enrolled in the RM of Gimli Pre-Authorized Property Tax Payment Plan, it is normal for your tax bill to show a balance owing.  This is a common question and is often simply a result of when the 2026 tax bills are issued.

How does the 12 month payment plan work?

The RM of Gimli's Pre-Authorized Payment Plan spreads your property taxes over 12 monthly payments, helping make budgeting easier throughout the year. To ensure your account is fully paid by the August 31, 2026 tax due date, the July and August payments are adjusted each year based on the final tax levy.

Tax bills are typically prepared and mailed in May, before all payments for the current tax year have been processed. As a result, when you receive your 2026 tax bill, the payments for May, June, July, and August will not yet have been withdrawn from your account.

Because the final tax levy is not known when the payment plan begins, the July and August withdrawals are adjusted as needed to ensure the total annual taxes are paid in full by August 31.

As a result,  your tax notice will show a balance owing, even though your remaining scheduled pre-authorized payments are still to be withdrawn and your account remains in good standing.

Why might my balance owning be different than expected?

Your tax account balance may be affected by:

  • Utility charges transferred to taxes
  • Outstanding accounts receivable added to taxes
  • Manitoba Education Property Tax Credit eligibility
  • Property reassessments or assessment class changes (such as STRs) 

If your remaining July and August pre-authorized payments require an adjustment of $40 or more, the RM of Gimli will send you a letter advising you of the revised payment amounts.

Do I need to pay the balance shown on my bill right away?

Not necessarily.

If you are enrolled in the Pre-Authorized Payment Plan, the balance shown on your tax bill does not automatically mean that immediate payment is required.

In most cases, the remaining balance will be collected through your scheduled withdrawals before August 31.

If you're enrolled in the RM of Gimli's Pre-Authorized Payment Plan, it's common for your tax notice to show a balance owing. The bill is prepared before all scheduled payments have been withdrawn.
