Visit the Needs Assessment Team

The team working to complete the Recreation & Leisure Needs Assessment will be available to meet in person at the Outdoor Street Market and the Rockin' Harbour Series on June 27, 2026.  You will have the opportunity to provide some feedback, ask questions and fill out the survey.

The Outdoor Street Market will take place on First Avenue from 1:30pm-6:00pm, and the Rockin' Harbour Series will be at the Gimli Harbour Stage beginning at 7:00pm.  Rain locations will be announced if required.

The Rural Municipality of Gimli Recreation & Leisure Needs Assessment Community Survey is now open.  We are looking for input on recreation facilities, parks, programs, and future recreation and leisure priorities in the community. 

Whether you live here year-round, seasonally, or use recreation spaces in the area, your feedback is important.

Paper copies of the survey are available for those who prefer.  Please pick up your copy at the Gimli Recreation Office at 45 Centennial Road, or the Municipal Office at 62 Second Avenue.

Recreation and Leisure Needs Assessment

The Rural Municipality of Gimli is undertaking a Recreation and Leisure Needs Assessment to help guide future recreation facilities, parks, programs, and services in the community. This project will examine current recreation opportunities, identify community needs and priorities, and provide direction for future decision-making and investment.

Why This Project Matters

The Rural Municipality of Gimli is a unique community with year-round residents, seasonal populations, and visitors who all contribute to recreation demand. Recreation plays an important role in supporting health, wellbeing, tourism, community connection, and quality of life.

This Needs Assessment will help the RM understand what is working well today, where there may be gaps or pressures, and how recreation opportunities can continue to meet changing community needs in the years ahead.

The planning process will explore key questions such as:

  • What recreation opportunities are most valued by residents and community members?
  • Where are there gaps or opportunities to recreation services?
  • How can the RM best support community organizations, volunteers, and partners?
  • What priorities and investments should be considered in the future?
  • How can recreation respond to both year-round needs and peak seasonal demand?

What We Are Doing

The Recreation and Leisure Needs Assessment will be completed through five connected phases, each building toward practical and informed recommendations.

Phase 1: Project Initiation and Background Review

The project will begin with a review of existing information to understand the current recreation context in the community. This may include:

  • Existing facilities, parks, beaches, and recreation spaces
  • Demographic trends and seasonal population considerations
  • Previous plans, policies, and studies
  • Recreation participation trends and service delivery context
  • Relevant leading practices and comparable communities

This phase creates a strong foundation for the project.

Phase 2: Facility and Asset Inventory

A review of municipal recreation assets and spaces will be completed to better understand the current system. This may include: 

  • Indoor recreation and community facilities
  • Parks, playgrounds, and open spaces
  • Waterfront and outdoor recreation amenities
  • Condition, functionality, and accessibility considerations
  • Distribution of amenities across the Municipality

This phase helps identify current strengths, pressures, and future opportunities.

Phase 3: Community Engagement

Residents, user groups, partners, youth, staff, and stakeholders will be invited to share their experiences and ideas

Engagement opportunities may include:

  • Community survey
  • User group survey
  • Discussion sessions
  • Community open houses
  • Meetings with staff 

This phase ensures recommendations are informed by community voices.

Phase 4: Analysis and Key Findings

Information gathered through research, facility review, and engagement will be combined to identify:

  • What is working well
  • Current challenges or service gaps
  • Recreation trends and emerging needs
  • Seasonal pressures and future demand
  • Key priorities for the Municipality

A summary of findings will help shape future directions.

Phase 5: Recommendations and Final Report

The final report will provide clear and practical recommendations to guide recreation planning in the Rural Municipality of Gimli.
